The U.S. Defense Security Cooperation Agency (DSCA) handles foreign military sales for the DOD. As DSCA grew it added new systems, ending up with 13 disparate technical platforms all trying to work together. DSCA retained IBM as program manager to administer the development of a single integrated application to support all foreign military sales. IBM selected DMS to support the development interfaces to client systems originally written in Forte.
